Think you are right to highlight this problem. I don't think any
organisation has a policy to leave the lights on, no one thinks about switching them off. I know one school where some teachers take the trouble to lock the classroom door - leaving the lights on even when there is a sign asking teachers to switch off the lights posted on the door. And another school where the premises manager walks around the school first thing in the morning, unlocks every classroom door and switches on the lights; he says he does it without thinking.
