Sorry for not being clear and inadvertently starting a debate over
wheelchair accommodations.
My question was specifically about the partition. It looks like it
sticks far enough out that, even when no wheelchairs are on the train, it
might impede passenger flow in the aisle. That's the issue I was trying

I don't think that tip-up seats being sat in necessarily takes up more
space than people perching with their legs splayed to balance,
particularly when there are obstructions not allowing for the top half
of the body where a seat would be fine.

The tip-up seats ought to be locked in the up position from the cab during
rush hour... but I suspect that this stock doesn't allow this.

This is just a hypothetical punishment for not touching a travelcard,
so it isn't currently worked out at all.
