promissed it would be delivered by 5pm next working day.  Phone never
arrived.  Work collegaue rang OSPS who said there was a delay and it would

colleague rang back and asked where phone was.  Another delay - may take 5/7
days for delivery.  Work colleague really wanted that particular mobile so
agreed to wait - meanwhile OSPS took the money from his bank account.  After
7 days. still no show, so work colleague rang up OSPS and said he wanted
money back - OSPS said it would take 28 days to refund the money, but if he
waited a few more days he would have the phone.  Work colleague decided to
give it one more chance (especially as he wasn't going to get his money back
for 28 days).  Still no show on the mobile 3 days later.  Work collegue rang
OSPS back and said if they could not guarantee phone within 24 hours, then
he wanted money back and he would complain to Trading Standards.  Guy at
OSPS said phone was out of stock, and had been since he ordered it - OSPS
had been promised a delivery, but it never arrived.  Money would be refunded
within 3 days.  Work colleague checked his account 3 days later, and money
was sitting there.

My work collegue will never buy from OSPS ever again - and given that he
shared his telepone conversation experience with OSPS with 15 other people
in the office, 14 other people will never buy a mobile from OSPS.

I ordered a clearance phone (a v3 with 10 months free (cashback) on
Orange) - so its obviously either refurbished stock or customer returns.

However, they expected stock on no less than 3occasions. 2 times stock had
came in and I should have recieved my phone with 48hrs.
One time after the delivery I rang up and was told they hadn't recieved the
stock and "we wouldn't have said they were in, as they weren't!"

To be fair, I would have been dubious about carrying on with the cashback
deal as if this is the customer care you get when ordering, I very much
doubt they would be good come cashback cheque time.

You should inform Trading Standards and the phone network.

Chances are, they will still send you the cancelled order like they did with
me. Carphone Warehouse showed no interest in sorting the mess out when I had
problems.
