I think, but don't know, that it is the difficulty of reclaiming the tax
they have already paid that puts them off lowering the rate immediately.
Large organisations employ folk to do that for them.

Have you tried running them under Wine or in a virtual box?
I'm still happy to use windows and I have a version on my laptop, because it
came with that. My other pcs are hand me downs and whilst I've no
particular qualms about using pirated software I don't because linux does
the things I want.
I have two programs that are windows specific and I just leave them running

Alpha controller programming interface
Farm business manager
Sales order processing from Farmplan
Farmade Amais
Farmade Gatekeeper
Parts & Vendors
and my software customers also ran Linux,
then I would have converted a long while ago. Unfortunately to do so

I think you're mixing things a bit. The hardware has to be supported at the
bios / hal but protocols are (mostly) a addressed at the application level.
In other words Linux et al don't worry about Ms wilfully violating standards
