It probably avoids some hair-splitting lawyer claiming it's not valid
because it says single instead of unmarried or vice-versa. Although
maybe it should say "demarried".

I have also seen this on my great aunt's marriage certificate even though
her divorce was high profile with reports in several national newspapers.
Strange really since everyone knew about it and she was the innocent party.

That is of course correct, but it does show the intentions of the Act
and it is phrased in such a way to appear so. The fact that words &
phrases such as "pledge" and "general commitment to openness" are used
to encourage confidence in the White Paper and the subsequent Act.
