As expected .. same old question again. I've answered this many times before. But once more, because I feel generous ... There is no physics theory I am aware of that gives a reason why there could not be, and no logical reason why not. So that means is a possibility, unless proven otherwise. Of course, we'll probably never know, as a photon with that low a frequency would have such low energy that we could probably not ever detect one if it did. And further, there is no reason why we would need to go looking for such a photon, as there's plenty of other easier to find photons around that we can do useful things with. So really .. it doesn't make any difference if there is such a photon or not.
