I am interested in creating an icon to start and stop qm on a windows
server 2003 system (or any windows system).
I have a shortcut to services and scroll through the list till I get
to qm. I can then start and stop it there (it automatically starts
when windows boots.

QM Network Control entry in Start-> Programs ->QM does this. Just

This is the QM Network Control program referenced in the "Startup and shutdown of QM" section of the QM Reference Manual. The actual program pointed to by the Windows program group item differs according to the version of Windows in use.
