Hi,
Thanks for the update.
I'd like to know your network topology to help to check whether there is
incorrect configuration in the ISA that will block the traffic. A IP
address schema will be useful to narrow down the issue if the ISA server
does block the traffic.
1. As you mentioned that the security server has the static public address

 Hi Jim,
Thanks for your post and Merv's input.
In addition, this error message may occur if the following condition(s) is true:
o This issue occurs because of a limit on the number of items that clients can open. By default, this limit is set to 100 for attachments and 250 for messages. This
problem may occur if a MAPI client opens more than the default value of certain server objects.

If using a hardware VPN solution, with a client that needs to be installed,
such as a Cisco product, you can somewhat control who can connect by
installing the VPN client only on your machines, and not give out the
installation file. Sure they can probably find it, then they have to figure
out how to create a profile, and not many know how to do that.

That's how it usually happens! They make a change, mess up something, and
complain to the IT dept saying it's not their fault. :-)
You can control PST creation with a GPO. You will need the outlook2003.adm
template to add to a GPO in order to have them available.
Here's some info on it:
Using Group Policy to Restrict the use of PST Files
