For the monitor issue contact the college's IT Dept. and ask them to
change their refresh rate. Or purchase an LCD monitor where the refresh
rate isn't applicable.
For bookmark synchronization, consider using the new Google sync. It is
free and will probably work with your network setup. If not, then ask
the college's IT Dept. for help.
