Thank You...Dave. I went through the links you sent and they are helpful
I finally able to find out the culprit. Though the reason seems to be some
what weird. On Windows 2000, After creating the my custom service , some
delay should be there. Creating Service, Starting the service and Finding
Status of Service ...all these operations need some delay in between.

After you try starting you might use sc.exe to query the error code.
An example try;
sc query "service name"
to see what win32 exit code is generated.

The BIOS is a chip on the mother board. The hard drive does not come into
play until the BIOS is finished. Putting the BIOS on the hard drive will do
nothing as far as allowing you to hit F7 and get into the BIOS.
Go here and down load the BIOS and install it by booting off the floppy and
following the directions.

1. Open a Command Prompt.
2. Navigate into the problem directory.
3. Type these commands:
cacls ..\ > c:\test.txt
calcls "NameOfProblemFile" >> c:\test.txt
4. Apply the first part of the fix you described above (give full
