Does anybody know of a tool or a web site that does the conversion.

There are so many from TSQL to ANSI-SQL, but not the other way around.

I do not think such a tool can exist. The reason is there are certain ANSI SQL constructs that simply are not available
in T-SQL and there is no way to simulate them (for example all elements of the ANSI window clause). For most part
generic ANSI SQL is supported by T-SQL and there is nothing special to do to convert.

T-SQL has a nice subset of ANSI/ISO SQL, so this is not a good idea.
Would you want a spelling checker that converts Standard French into
Caribbean dialect with slang local to only one village? And makes
typos?
