Our historical stance on this part of the problem is that debian/changelog
is sufficient documentation for what changes have been made to the package
(although that does imply that one needs to document in debian/changelog
what changes you're making).
This is consistent with the FSF's stance that the ChangeLog file is

While that's true you shouldn't use a hyphen in this rc case, to ensure
that 0.5.2 > 0.5.2~rc3.

No, it's fine for the upstream version string to contain a hyphen. See
Debian policy §5.6.12., where the hyphen is explicitly listed as one of
the valid characters in the upstream version string component.

I have a solution.
The upstream version number is 0.5.2-rc3 which is invalid for a non-native
package and the current version of the package in debian, 0.5.2rc3,
doesn't compare correctly.
Therefore the debian package should be 0.5.2~rc3 (with a tilde) and the
debian/watch file should be:
version=3

Why do you need to drop the hyphen? A hyphen is perfectly valid in the
upstream version string.
You're making a non-native package (i.e. making a Debian package of a
work of general use independent of Debian). That version string is not a
valid Debian version string for a non-native package.
Instead, the Debian version string should be the upstream version string
