  The IncovationTargetException referred to an UnsatisfiedLinkError: &lt;br&gt; nlsxbe (Not found in java.library.path), because I had forgotten to &lt;br&gt; include the Notes folder in the Path of the service.   The LocalClient connection is not dependent on the Notes Client &lt;br&gt; running - but it is dependent on where the client was pointed the &lt;br&gt; last time it ran, since this updates the Notes.ini file which in turn &lt;br&gt; is used by our Connector. &lt;br&gt; However, if you are seeing instabilities here then I would ask &lt;br&gt; you to raise a PMR with the wizards of L2 support.

  The missing file was the default template mail file.
