Hi Randy,
The main problem appears to be the name you have given to your pdf
file, for if the example you have included is common to your pdf
(rather than jpg) filenames, you are leaving blanks in such,
(i.e. "00-Proposed By-Laws 2009-04-02.pdf") which means that is the
reason why GG doesn't recognise the file.
Put another way, when you see the message that the file-name isn't
recognised,it's usually the case that GG has filled in your blanks
with "%20", as in "00-Proposed%20By-Laws%202009-04-02.pdf").
May I suggest that rather than your leaving those blanks (which will
always cause problems) that you either join all words and numbers
together (e.g. "00ProposedByLaws20090402.pdf") or that you insert
underscores for the blanks (e.g. "00_Proposed_By-
Laws_2009_04_02.pdf), both of which should resolve the problem.
Strangely, this does appear to be more of a problem with pdf files
rather than jpg images, but since discovering that the above has
worked for myself, I would add that whenever I now create a pdf file,
I always (irrespective of whether it will be used on GG or elsewhere)
either blend the words and numbers into one, or underscore where there
normally would have been blanks. Through disciplining myself into
doing things that way, it then doesn't cause problems either for
myself or for my readers.

P.S. If you do amend your filename, it will be best to rename the
original (i.e the one on your computer) filename first, and then
upload that 'new' file to your GG (you can then test it out there
before you delete the previously uploaded 'with blanks' filename.
Amending the filename from within the Files tab does not usually
produce the same results).
