Download the .cab file from www.google.com/gmm to your PC.  Then move
it to your phone via active sync.  Then install the cab file.

I had the same problem, the direct download on your phone is messed
up.  It will tell you the download is complete, then the file is only
300k when its supposed to be 600k.

I just downloaded it to my PC first, then moved it over and installed,
worked fine
