As you mention Windows, maybe you are thinking of the Elonex Webbook -
http://shop.elonex.com - which originally came in both Linux and
Windows XP flavours - sadly the £199 Ubuntu Linux version no longer
seems to be available, only the £299 Windows version - which tells you
how much you are paying for the privilege of getting Windows software.

There was also the Original Elonex One with its removable keyboard -
you can see a comparison of it and the ONEt at -

the "Plus" generally indicates more flash drive memory and the "T" is
probably intended to indicate the "Touchpad" input device that's on
the ONEt models.

There are a number of competitors to the Webbook - for example there's
a Toshiba Netbook NB100-11R currently available from
http://morgancomputers.co.uk/shop/detail.asp?ProductID=5274 at £183.99
- HP and others also have similar mini-notebooks which are sometimes
available at similar prices.
