Am I missing something here? The nominations were open for anyone to contribute, so is Zap and David Pilling were "missing", that's presumably because no-one (including yourself) bothered to nominate them.

Also, elsewhere in the thread some people have complained that their favourite author or application wasn't shortlisted. As Steve, csa.*'s voice of reason, has pointed out - everyone had a chance to nominate their favourite people and apps. Thats for the magazine, not for the person behind it. Louie is what we've been crying out for on this platform - new blood - and is far more deserving of a nomination than I am. She's set up, edited and published a brand new magazine all in her spare time, all I've done this year is learn to fly.

I would be among the first to praise David Pilling's contribution to RISC OS over the years. However, these are the 2006 awards, and, to the regret of all of us, DP hasn't done anything new for RISC OS for a long time now.
Development of Zap, which I dearly love and use as my only editor, also seems to have ground to a halt, which would seem to disqualify it from a 2006 award.

I don't think that's quite true, but it hasn't trickled down to a stable release. It's been mentioned on the zap list that such a list might be on the cards...
