Krol's _The_Whole_Internet_User's_Guide_and_Catalog_ lists some
service providers with coverage described as "Worldwide" or
"Europe". The list is on pp. 340-341.
According to NorthWestNet's _The_Internet_Passport:_NorthWestNet's
_Guide_to_Our_World_Online_, SRI, International maintains a list
of worldwide Internet service providers. The list is available
via anonymous ftp from:
ftp.nisc.sri.com
as:
/netinfo/internet-access-providers-non-us.txt
