 Fault caused by lack of bonding between paint and fibreglass.
Usually due to the lack of self etching or etching primer not being used
between the paint and fibreglass.
Cure complete strip back to fibreglass.
Repaint using self etching primer as first coat.

Also sounds like car not garaged this will accelerate problem.
