  Despite the fact that any 12-year-old electronics whiz with a few &lt;br&gt; hundred bucks and access to a Radio Shack can probably build a receiver &lt;br&gt; that can intercept those transmissions? (And what&#39;s to stop someone &lt;br&gt; making and selling such receivers, for that matter? I guess you need a &lt;br&gt; pretty big dish to pick those particular signals up, though.)
