Of course, don't submit your site until it is ready to be seen.

The reason you submit your site to a search engine is because you want
it to be found by the public.  So, it is always best to submit it
directly to a search engine in order to speed up the process.  It is a
long process to build up to a high page rank.  Google has what has been
called the Google Sandbox, where new sites are intentionally listed
very slowly.  So, the sooner you submit the better.
