  V is F#, the natural form would be F#m... &lt;br&gt; iv (natural) would be Em... (but!) &lt;br&gt; Sacred music moved around a lot between natural &lt;br&gt; and harmonic minors, and even resolved the final &lt;br&gt; i chord to a I (the Picardy 3rd). The pope said &lt;br&gt; it was ok. So the iv V and v V exist a lot together &lt;br&gt; in the same pieces. As well as the i I (or V of IV).

  The 6/5 configurartion suggests that it is an inversion, and in this &lt;br&gt; case the chord is B7 with D# in the bass. And a B chord is the V of &lt;br&gt; IV (which is E as you say). &lt;br&gt; The 6 does not indicate a sixth in the chord but an interval above the &lt;br&gt; bass note - as you correctly identified.
