Money deduction for invalid clicks

So, my account was disable for so called invalid clicks - later
reinstated but google deducted all the money claiming that it was
generated by invalid clicks and to protect their advertisers, google
will deduct the money and refund to them... I though invalid clicks

I been trying to get some help on issue of phone validation.
I clicked the button to receive a phone validation code and nothing
happened. I clicked it again and still no indication of anything
