CARLISLE GUARDIANS.—Yesterday.

     Mr. BLAIR presided, and there was a fair attendance of guardians.

     *The Expense of the Well at the Workhouse*.—  A statement of the cost
of sinking, boring, building, &c., in connection with the well at Fusehill
was submitted as follows:—The boring cost £3 2s 8d; sinking, £12 10s;
dynamite, &c., £6 2s 6d; walling, £40 8s 6d; building, roofing slating, £103
18s 8d; pumps, fixing, service pipers, cisterns, &c., £226 13s 1d; Mr.
MILBURN, builder, £4; blacksmith's work, £5; analysis of water, £1 1s; land
estimate, £20,—total, £422 16s 5d. The outdoor labour cost £52 10s.—Mr.
JOHNSON asked what was the amount of the extra connected with the contract
for cisterns?—Mr. BRISCO said the work had been well done, and a saving had
been effected to the Board.—Mr. COWEN: I propose that the bills be laid on
the table.—Mr. JOHNSON: I second the motion.—Mr. STEWART said if any
complaint was made now, it was due to the laxity of the guardians. It was
hardly fair for one or two guardians who only attended half-a-dozen times or
so per year to take objection to the work.—Mr. BRISCO said if any guardians,
would look at the four pumps and the work, he was sure he would be
satisfied.—Mr. GRAHAM: I must say I am surprised to hear that four pumps are
there.—The Clerk: The committee were empowered to do certain work. It is too
late now to take objection to the cost.—Mr. BRISCO: These gentlemen should
have taken exception at the proper time.—Mr. GRAHAM moved that in future no
committee be allowed to spend more than £30 without having the work done by
contract.—Mr. BRISCO: You are very fond of speaking of motions, but never
bringing them forward. (Laughter.)—Mr. STEWART said seeing there was to be a
contest at Dalston, they had better leave the matter over for the present.
(More laughter.)—Mr. SCOTT thought they should go on with the next business,
and this suggestion was acted upon.

     *Resignations*.—The Clerk read a report from Mr. BROWN, surgeon,
resigning his appointment as medical officer for the parish of Caldewgate.—A
letter was read from Miss CLUBBS, resigning her appointment as
schoolmistress at Harably.—It was decided to advertise the appointments.

     *A Complaint*.—Thomas DOCKRAY, Poole's Court, Charlotte Street,
appeared before the Board and made a complaint of neglect against Mr. BROWN,
surgeon, the medical officer for the district.—After hearing the statement,
the Clerk was instructed to communicate with Mr. BROWN on subject.

     *Miscellaneous*.—Cheques were granted as follows:—Mr. James DURES,
relieving officer, £43; Mr. John NIXON, relieving officer, £86; Mr. William
JOHNSON, relieving officer, £67.—At Fusehill Workhouse, during the past
week, there were 213 indoor paupers compared with 224 in the corresponding
week last year; at Harrably Hill, there were 92 indoor paupers, as against
87 in the same week in 1879. There were 1008 out-door paupers last week,
compared with 1110 in the corresponding week last year.

     *Thanks*.—On the motion of Mr. STEWART, seconded by Mr. JOHNSON, a vote
of thanks was passed to Mr. BLAIR for his conduct in the chair during the
past year.
